Been having a weird glitch. Since reloading a save; no random NPCs spawn. No normal citizens, infected, rats or disinfectionists. Adherents and other specific NPCs (including guards and gatherers) are fine. But the random citizens just don't show. Also people inside buildings (pained infected and marauders) spawn fine; just people outside don't spawn. Only happens when reloading save files, not on new games. Help?

Do you mean the problem appears even when you load new saves - the ones that you make while starting a new game? Or just some specific ones?
