Hello,
So, let's suppose I have the time to translate from English to another language.
What should I do to begin?

It should be fairly easy to translate the menus.
I'm pretty sure it is possible to record new voices (however it would be a large patch and the translations would have to fit within the length of the files that they are replacing).
I''m 95% sure that the subtitles are in Voiceover.dat. However, this file is compiled and would require IPL/The LxR's assistance to modify. There is apparently some connection to the scenes and the speed that the subtitles play, I'm also uncertain about how this would interact with the lip-synching.

In any case, it would be a big project. However, I'd be happy to do what I can to help with the menus.

For anything beyond that we'd need a deus ex machina appearance by LxR or another representative of IPL to shower us with format information and permissions (for Voiceover.dat).

I am sure that The_LxR will provide you with necessary tools as long as your intentions are strong enough. Timing for the subtitles is created in the subtitles editor by means of marking the moments when a line changes on a peak graph for your corresponding sound file. This timing is unique for each language, so you may actually have completely different lines for each.

As far as I know, the whole voiceover for one language is approximately 400 MB. Lipsync is generated in another tool. It is based on the sound files, so you will need to process the recorded voices.

or just use the English/Russian/German with subs. ))
